This matter is again before the Council for consideration of its next stage. There is still opposition to this scheme - mainly from the Conservative Group, who seem reluctant to agree to it going ahead unless it is funded in its entirety by external means - in spite of the fact that the Council continues to have £8.7M of reserves in the bank.
